    National Library of Timor-Leste

    I. BACKGROUND

    Autoridade Nacional do Petrόleo e Minerais (ANPM) is a public institution established under the Decree Law No.1/2016 dated 9 February 2016 as the 1st amendment to the Decree Law no. 20/2008 of the Democratic Republic of Timor-Leste, with its role and functions as Regulatory Authority on behalf of the Ministry Responsible for Petroleum and Mineral Sectors to administer and regulate the upstream and downstream petroleum sectors and all the Mineral sectors within Timor-Leste Onshore and Offshore territory. The ANPM also in accordance with the Timor Sea Treaty signed between Timor-Leste and Australia is as a Designated Authority (DA) with the role and functions to administer and regulate upstream petroleum activities in the Joint Petroleum Development Area (JPDA) on behalf of Timor-Leste and Australia.

    The ANPM in close collaboration with the Secretary of State for Arts and Culture (SEAC)  the Ministry of Higher Education, Science and Culture seeks for proposal from a suitable, qualified and experienced National and International Engineering Consultant Companies  to supervise the execution of the Scope of Work (SoW) for the Design and Construction, including Fit-out of the National Library of Timor-Leste Project.

     II. PURPOSE

    The ANPM is seeking a National or International Engineering Consultant who qualified to  provide a team with the necessary competencies to undertake supervision work for all Services and Deliverables defined in the Scope of Work for the Design and Construction, including Fit-out of the National Library of Timor-Leste.

    The Supervision work shall include supervising all testing, inspection, certifying and commissioning.

    The Consultant understands that this Scope of Works includes supervision of all activities related to the construction, commencing from the detailed engineering design, procurement, supply and delivery to site, personnel and labor, health and safety, material and equipment, manufacture / fabrication, installation / construction, completion, testing / commissioning and final acceptance test.

    It is required that the Consultant shall be based in Dili for the duration of the contract and work in close collaboration with the Project’s Stakeholders.

    III. PROJECT LOCATION

    The Site designated for the National Library of Timor-Leste is located at Hudi-Laran Sub-village, Bairo Pite Village, Sub District of Dom Aleixo, District of Dili, Timor-Leste.

    IV QUALIFICATIONS

    The suitable National or International Engineering Consultant Company shall:

    a) have had 5 years’ experience in providing supervision and inspection and certifying educational or public buildings, in particular library buildings:

    • minimum 10m height
    • buildings structures involve reinforced concrete structure works, steel structure works, electrical works, mechanical work, and pile foundations.

    b) have particularly involved in supervising the detailed engineering design, construction and fit-out of educational or public buildings, in particular library buildings.

    c) show or provide evidence of minimum three (3) previous or past Contract documents as reference projects.

    d) Provide evidence and references for its past performance in completing similar projects in terms of supervising quality standards, time performance, budgetary performance, claims (variations and time extensions) history, project management success, and product value.

    e) provide the following information on each reference project:

    • Project name
    • Client Company name and contact details for person in charge
    • Project value, variations, final contract value
    • Project duration and completion date
    • Quality assurance implementation
    • Quality control, material inspection and tests implementation
    • Details of Occupational Health and Safety records
    • Format of reporting

    V. SELECTION CRITERIA

    Interested Consultant is requested to provide following information in their proposal:

    1. A statement confirming the capacity to execute the work require under this SoW;
    2. Consultant’s Qualification
    3. Proposed Methodology based on the Scope of Work
    4. Work Program/Timeline
    5. Vendor conflict of interest declaration;
    6. Business Registration and TIN identification number;
    7. Declaration of Affiliation Companies;
    8. Company Bank Statements with last 3 months transactions from submission date;
    9. Company organization Structure.
    10. Vendor Financial Proposal

    Notes:

    • The proposal to be submitted to ANPM shall be written in English and the requirement as outlined in the selection criteria shall be provided in a sequence manner.
    • While price is an important factor, it shall not be the primary consideration in evaluating responses to this RFP.
    • Failed to response to the above two notes, will be disqualified or eliminated for further assessment process.

    VII. CLOSING DATE

    The bidding process will be closed on 11th of March 2022 at 16.30 Timor-Leste time. Late applications will not be considered.
