Vacancy Notice

Autoridade Nacional do Petroleo e Minerais (ANPM) is Timor-Leste public institution, created under Decree Law No. 27/2019, of 27th August, , 2nd  amendment of Decree-Law No. 20/2008 of 19th June, on the Autoridade Nacional do Petroleo, responsible of managing and regulating petroleum mining activities in Timor-Leste area, both offshore and onshore and in the Greater Sunrise Special Regime in accordance with the Decree Law on the establisment of the ANPM, the Timor-Leste Petroleum Activities Law, the Maritime Boundary Treaty (MBT) and the Mining Code. Currently the ANPM is seeking four (4) qualified Timorese for position:

  1. IT System Administrator Officer (1 position)

 Task:

  • Perform regular Quality Assurance of all server operational activities in ANPM ICT Infrastructure;
  • Establish and maintain ICT solutions operational, installation, configuration, or other system administrator related procedures;
  • Contribute and maintain ANPM System Standard;
  • Assist Manager ICT to analyse any business requirements and convert them to technical requirements for the implementation;
  • Developing an appropriate ICT infrastructure solution plan and ensure any that solutions implemented in ANPM stay within the guidelines of security/audit standards and conform to industry best practice;
  • Ensure ANPM system and server performance, load and capacity according to industry best practice standards and requirements;Etc.

 Education:

  • Diploma or tertiary qualification in IT, Information System, Computer Science or equivalent; or the professional certified in System Administration or network related to aras such as Microsoft Windows Administration, Linux System Administration, Network associate or professional certification for Cisco (CCNA/CCNP), Jupiter or HP and other equivalent professional certification.

Essential Criteria: 

  • Have minimum two (2) years experiences working in IT and one (1) year experiences working in System Administration;
  • Have knowledge and familiar with Microsoft Windows Server, UNIX, Virtualization and Cisco technologies;
  • Timorese Nationality;
  • Extensive networking experienced including LAN, WAN, network segmentation and aggregation using HP and Cisco Network devices or equivalent;
  • Sufficient level English Language communication skills – speaking, listening, reading and writing.

 

  1. Procurement Management & System Officer, 1 position

 Task:

  • Develop and review the procurement guidelines and procedures according to the procurement policy and best practices;
  • Monitor & implement procurement policy and procedures to ensure  the procurement goods and services are procured in an accountable and transparant manner;
  • Provide recommendation of changes with  regards to the procurement policy amendments;
  • Prepare Procurement services completion certificate & letter for approval;
  • Verify procurement related invoices prior to submission for payment, when required; Etc.

Education:

  • Has Bachelor degree in Accounting, Economic, Management, Engineering, Business, Commerce, and International Trade.

 Essential Criteria: 

  • At least one year of procurement experience with an international organisation, including some international procurement;
  • Experience in project management;
  • Ability to speak English (Both writing and verbal);
  • Advanced computer skills, particularly internet and MS Excel;
  • Hold Timor-Leste valid driver’s licence.

 

  1. Training Development Officer

 Task:

  • Coordinate with relevant Directors, supervisors or managers to implement any training activities for competency development purposes;
  • Develop  related training procedures and review them as necessary in order to facilitate sound  competency management programs;
  • Coordinate with relevant supervisors or managers to make the Job Competency Analysis available for each job and individual who hold the role. And record the analysis result under the management system;
  • Coordinate with relevant supervisors or managers to prepare Competency Development Plan;
  • Coordinate and support individual training plan, advising relevant supervisors and providing assistance / counselling where required; Etc.

Education:

  • Tertiary qualification in Human Resources Development, Education and Training, Science of Education, or/and Management.

Essential Criteria: 

  • Three years experiences in Human Resource or/and Education and training roles;
  • Current qualification in Certificate IV in Workplace Assessment & Training;
  • Good knowledge of Training and Education issues;
  • Ability to design and deliver a training;
  • Timorese Nationality;
  • Ability to communicate fluently in English (writing, listening, speaking, and reading).

 

  1. Legal Assistant (1 position)

Task:

  • Maintain an overall understanding of the legal issues in the GSSR and Timor-Leste Territory;
  • Assist the legal team conduct legal research and analysis;
  • Assist and work with Legal Officers and contribute to review for improvement of model PSC, regulations, directions, guidelines and any other contracts where the ANPM is party;
  • Assist and work with Legal Officers to prepare written briefs and opinions on legal issues;
  • Provide support to the Legal Officers, Manager and Director of PSC & Legal Compliance in drafting of regulations, directions, guidelines and procedure where necessary;Etc.

 Education:

  • Tertiary qualification in Law Degree.

Essential Criteria: 

  • Have two years experiences in Legal issues;
  • Timor-Leste Nationals;
  • Demonstrating ability to coordinate multiple tasks and able to work under pressure and outside of office hours when required;
  • Good communicate in English (Writing, Speaking, Listening and reading);
  • Good understanding of issues and sensitivities in a multicultural working environment;
  • Demonstrated commitment to teamwork.
