REQUEST FOR PROPOSAL (RFP)
VALUATION OF MARBLE RESOURCES IN TIMOR-LESTE
Ref: ANPM/CRM/RFP/16/010

Autoridade Nacional do Petrόleo e Minerais (ANPM) is a public institution established under the Decree Law No.1/2016 dated 9 February 2016 as the 1st amendment to the Decree Law no. 20/2008 of the Democratic Republic of Timor-Leste, with its role and functions as Regulatory Authority to administer and regulate the upstream to downstream petroleum sectors and all the Mineral sectors within Timor-Leste territory. The ANPM also in accordance to the 2002 Timor Sea Treaty signed between Timor-Leste and Australia acts as a Designated Authority (DA) with the role and functions to administer and regulate upstream petroleum activities in the Joint Petroleum Development Area (JPDA) on behalf of the two states.
The objective of this RFP is to seek for a suitable and qualified consultant to perform a technical and economical valuation of the Timor-Leste’s Marble deposits in a designated location against industry standard and global price benchmark.

Scope of Work

1. The Consultant is required to perform the technical and economic valuation as follows:

        a. Technical Valuation:

          i. Collect the marble samples from designated locations as per indicated in the map attached in

          Annex 1,
          ii. Perform a quality test of the collected Marbles focusing on the colour, mineral crystallization,

          foliation and fractures (both Micro and Macro fractures). This process may include cutting and

          thin sectioning the Marbles stones. Perform any geochemical tests to identify types of minerals

          that formed the Timor-Leste’s Marbles.
        b. Economic Valuation:

          i. To rate Timor – Leste’s Marbles against Italian, Turkish, China, India, or other widely acceptable

          marble quality and the Global price benchmark.
          ii. To conduct market appraisals of the Timor-Leste’s Marble in view of the global or the widely

        acceptable marble stone values both in blocks and in slabs.

2. Upon the completion of the studies, the consultant is required to provide a final report of its findings to
ANPM. The report shall also highlight facts and figures extracted from the result of the test,
3. Present a final presentation to the ANPM Management,
4. In order to perform the task, the consultant is required to keep a close contact communication with the
ANPM,
5. The consultant may be required to travel to the designated marble deposits locations for sampling or field
….reconnaissance.

In order to facilitate the process, the ANPM will assist the Consultant during processes of Marble stone sample collections, and further administrative requirements on the sample dispatch when required.

Selection Criteria

Interested Consultants are requested to provide following information in their proposal:

  1. A statement confirming the capacity and experience to perform the task requested by ANPM,
  2. Statement of skills and qualifications of personnel conducting analysis,
  3. Proposed Methodology,
  4. Work Program and Timelines,
  5. Statement of any potential conflicts of interest,
  6. International Business Registration or International Establishment document,
  7. Declaration of any affiliation companies,
  8. Company Organization structure
  9. Quotation (Probably in lump sum figure with 10% Timor Leste Withholding Tax).
