The National Petroleum Authority/Autoridade Nacional do Petróleo (ANP) is a Timor Leste’s body responsible of managing and regulating petroleum activities in the Timor Leste’s exclusive jurisdiction areas and in the JPDA in accordance with the Decree Law on the establishment of the ANP, the Timor Leste Petroleum Activities Law, and the Timor Sea Treaty. The ANP is to establish and supervise compliance with the enacted rules and regulation covering the exploration, development, production, transportation and distribution of petroleum and natural gas resources. It is also tasked to develop a strong petroleum management institution in Timor – Leste.

The ANP is seeking for three (3) highly professionals Timor-Leste National to work for the following positions:

1. Data Base Officer

Position Description;

The successful candidate will be required to observes all aspects of a business databases; Build database scheme, tables, procedures and permission in consistent with ANP regulation and policy; Design and document database architecture and data modelling; Design database warehousing and business intelligence platform; Build database scheme, tables, procedures and permissions; Set up data sharing and disk partitioning; Develop database utilities and automated reporting; Create shell scripts for task automation; Create, test and execute data management languages; Analyze and sustain capacity and performance requirements; Analyze, consolidate and tune database for optimal efficiency, as well as monitor systems and platforms for availability; Oversee backup, clustering, mirroring, replication and fail over; Restore and recover corrupted databases as well as install and test upgrades and patches; Implement security and encryption, provide 24/7 support for critical situations; Any other duties by the Supervisor and/or senior management..

Essential Criteria:

  • Tertiary qualifications in Computer Science or relevant Information and Technology courses and certification;
  • Minimum of two years working knowledge and experience in the use of the databases;
  • Ability to communicate fluently in English (written and verbal);
  • Ability to work and communicate effectively in a team and contributing to multi disciplinary and multi-cultural teams;
  • A high level of self motivation, ability to prioritize work and meet deadlines;
  • Strong team players – able to work with team as well as independently;
  • Proficient in the use of the Lotus notes application.

Desirable:

  • Ability to communicate in Portuguese, Tetum and/or Bahasa (written & verbal);
  • A high degree of self motivation, ability to priorities work and set targets;
  • A basic interest and knowledge if the database design.

  1. Supply Chain OfficerPosition Description:
  • Assist the Local Content Department with day to day local content project activities especially in contracts and Supply Chain;
  • Assists the Local Content Department to ensure that the Local Content Department delivers the Strategic goals of the ANP;
  • Assist the Local Content Manager to develop, implement and monitor policies and procedures for Local Content in Timor-Leste Exclusive Area and the JPDA;
  • Assist the Manger in the Administration and management system and ensure a properly manage contract and supply chain database;
  • Provide general administrative support to Local Content Department and assist the PSC & legal compliance Directorate;
  • Coordinate with the relevant parties in the process of implementation of the contract and supply chain activities as as to monitor, evaluate and provide a report, as required by the management;
  • Ensure all procurement requirement are in accordance with the requirement of contracts, regulations, and guidelines in place;
  • Develop and maintain database on procurement system in order to record goods and services of the different contracts;
  • Create database to record all the companies that provide OIL and Gas activities in Timor-Leste;
  • Develop, maintain, and implement Local Content policies, procedures and guidelines;
  • Perform a research and provide statistical information report on goods and services, such as: caterings, man powers, food supply etc that are available locally, regionally, and globally;
  • Coordinate with other relevant departments within the ANP to ensure all the contract and chain supply activities in accordance with the ANP internal polices, procedures and guidelines;
  • Participate in reviewing operator’s annual work program and budget, which focuses on Local Content issues;
  • Attend meetings with contract operators, government and other stakeholders on issues related to contractual local content provision and supply chain;
  • Any other duties directed by the Supervisor and/or senior management

Essential Criteria:

  • At least hold Marketing. Economics Degree or other tertiary qualifications with relevant experience in supply chain/International Logistic Management;
  • At least two years of procurement experience desirably with and International Organization, including some international Procurement experience in the Oil and Gas Industry;
  • Some experience in project management, high degree of self motivation, committed, ability to priorities works, use initiative and set targets;
  • High degree of Computer literacy;
  • Ability to demonstrate a high level of confidentiality, business ethics, integrity;
  • Ability to work under pressure and meet deadlines;
  • Fluency in English (written & verbal)

Desirable:

  • Ability to communicate in Portugueses, Tetum and Bahas (written and verbal);
  • Experience working in social development programs and contract ,anagemnt in the oil and gas industry;
  • A basic interest and knowledge on database design.

  1. DriverPosition Description:
    The successful candidate will be required to work as driver for the President of ANP; Drive and take the President of ANP to and from the meetings with other organisations, companies and institutions in Timor-Leste; Maintain and regularly monitoring the assigned vehicle on the monthly basis; Provide maximum protection for Safety of the President; Able to call on duties at anytime needed; Delivery letters and documents to other designation institution; Assist to maintain the office generator; Support and Assist the other drivers to fill the fuel to the vehicles and generators when needed; Drive the ANP staff to the designation destination when needed; Driver the office staff to purchase the office equipment; Any other duties required by the Supervisor and/or Senior Management.

Essential Criteria:

  • Qualification in Senior High School;
  • Currently holds a valid driver license;
  • Minimum two year of experience;
  • Ability to speak and understand English language, Portuguese, Tetum and Bahas Indonesia;
  • High motivation and commited to work;
  • Ability to work in a multicultural environment

Desirable:

  • High motivation and able to prioritise the work;
  • Holds First Aid (P3K) Certificate
