Autoridade Nacional do Petroleo e Minerais (ANPM) is Timor-Leste public institution, created under Decree Law No. 27/2019, of 27th August, , 2nd  amendment of Decree-Law No. 20/2008 of 19th June, on the Autoridade Nacional do Petroleo, responsible of managing and regulating petroleum mining activities in Timor-Leste area, both offshore and onshore and in the Greater Sunrise Special Regime in accordance with the Decree Law on the establisment of the ANPM, the Timor-Leste Petroleum Activities Law, the Maritime Boundary Treaty (MBT) and the Mining Code. Currently the ANPM is seeking  six (6) qualified Timorese for position:

  1. Director – Corporate Finance, Procurement & ICT (1 position)

Task:

  • Ensure the development of Corporate Finance, Procurement and ICT Directorate annual plan and strategic action plan;
  • Manage the ANPM Financial budget  expense and capital budgeting process, including providing management team with budget guidance, timeline, tools, and budget and expenses report presentations to the President, MCM and Board of Directors;
  • Develop and communicate a procurement business plan and implement long-term goals for the directorate in order to promote effectiveness and efficiency;
  • Oversee contract development and administration of procurement matters, and centralized procurement programs that adds value and efficiency to the ANPM;
  • Ensure that the ANPM has the financial, procurement and ICT systems, policies, procedures, internal controls, segregation of duties and security access in place to safe guard assets and data; to prevent or detect fraud and conflicts of interest;
  • Act as focal point within the directorate to liaise with internal and external audit team during the audit activities;Etc.

 Education:

  • University degree in relevant discipline, such as Business Administration, People Management, Accounting and Finance, Business Management and Information and Technology, and Industrial Engineering.

Essential Criteria: 

  • At least five years working experiences in a management role, including supervision of professional level staff;
  • Experience in supervising and implementing organisational policies and procedures;
  • Well understanding on public expenses;
  • Well understanding on audit process with internal, international and Tribunal de Contas;
  • Experience in office procurement management;
  • Experience in Finance and Accounting at least five years;
  • Experiences in the Oil & Gas Industry;
  • Sounds understanding of Accounting, Finance, Procurement, ICT and people management in an international environment; etc.

 

  1. Directur – Procurement and Local Content for Petroleum & Mineral (1 position)

Task:

  • Ensure the development of Procurement & Local Content for Petroleum & Mineral Directorate annual plan and strategic action plan;
  • Act as the focal point for the discussion of education, employment and training development opportunities for the Timor-Leste national in association with PSC under the ANPM jurisdictions;
  • Develop and communicate Procurement & Local Content for Petroleum & Mineral plan and implement long-term goals for the directorate in order to promote effectiveness and efficiency.
  • Oversee contract development and administration of PSC Procurement & Local Content for Petroleum & Mineral matters, and centralized procurement programs that adds value and efficiency to the ANPM;
  • Ensure to conduct the local content audit related to the other local content plans committed by Contractors under the PSC or as required under the law;
  • Ensure that the ANPM has the petroleum and mineral procurement and local content policies, procedures, and internal regulations to facilitate the function and roles of the directorates; to control, segregation of duties and security access in place to safe-guard assets and data; to prevent or detect fraud and conflicts of interest;Etc.

 Education:

  • University degree in relevant discipline, such as Administration, Human Resources, Business Administration, Business Management and Laws, and Industrial Engineering.

Essential Criteria: 

  • At least five years working experiences in a management role, including supervision of professional level staff;
  • Experience in supervising and implementing organisational policies and procedures;
  • Experience in office petroleum and mineral procurement management;
  • Solid foundation in procurement and supplier best practice;
  • Experiences in the Oil & Gas Industry;
  • Sounds understanding of Petroleum, Mineral, Procurement, Local Content and people management in an international environment;
  • Demonstrate good interpersonal skills;
  • Fluency in English is highly required (speaking, listening, reading and writing); etc.

 

 

  1. Manager Drilling & Development (1 position)
  • Participate in, and assess, all activities of Drilling and Development Plans (from early screening stage through to implementation);
  • Collect and manage subsurface, drilling and associated well operations data including relevant information from Contract Operator for data quality assessment;
  • Assess Contract Operator’s drilling and well operations activities and monitor reservoir field performance in accordance with established regulations and guidelines;
  • Undertake assessment to the Contract Operator’s proposed annual work plan, drilling application, relevant subsurface studies and provide recommendation for approval;
  • Assess Contract Operator’s proposed Field Development Concept and Field Development Plan (FDP);
  • Assist in assessing decommissioning project from the early screening stages in the development plan through to project preparation and execution phases;Etc.

 Education:

  • Must hold a University degree in Petroleum engineering, Drilling Engineering or Reservoir Engineering.

Essential Criteria: 

  • 5 years or more of broad experience in oil and gas industry, particularly dealing with offshore/onshore oil & gas Exploration & Production in each of respective fields of reservoir and drilling engineering;
  • Experience with Safety Case Regime and Operations Management Systems of Contract Operators including good knowledge of quality and HSE procedure and practices in the oil and gas industry;
  • Administratively competent, including liaison with operators, contractors, local authorities and government agencies;
  • Good understanding of issues and sensitivities in a multicultural working environment;
  • Ability to participate in teamwork at various levels (team leader or member of a special taskforce);
  • Ability to motivate and develop mutual respect in workgroups;
  • Proficient in the use of: Microsoft Windows XP, Lotus Notes R6 computer and Commercial Software related to oil and gas reservoir and production engineering such as Avocet, OFM, Prosper, Eclipse, CMG and Petrel;
  • Proficient in English and Tetum Languages both verbal and written;
  • Timor-Leste nationality; etc.

  

  1. Manager Logistic (1 position)

Task:

  • Manage and register ANPM’s asset, including building, compound area, vehicles and office equipment;
  • Develop and execute appropriate strategies to optimize the storage, inventory, transportation and customs matters;
  • Develop and implement Logistic’s policies and procedures;
  • Regularly disseminate the Logistic Policy and Procedures to the ANPM staff;
  • Amend and implement time to time the ANPM’s Asset Manual;
  • Plan, Execute and monitor Logistic department’s annual budget and ensure Logistic annual budget is well executed based on approval budget in place;
  • Respond any logistic related issues or complains rose by ANPM staffs or stakeholders;
  • Regularly provide monthly, quarterly and annual report to direct supervisor, Director – Corporate Services;Etc.

 Education:

  • Have a minimum of Bachelor’s degree in Logistic, Business Administration, Supply Chain Management, related field.

Essential Criteria: 

  • At least five years working experiences in logistic office operations and practices, and supply chain management tasks;
  • Significant understanding specific to extensive operational knowledge such as storage management, inventory planning and control, transportation management and customs management;
  • Advance English language (Writing, Speaking, Reading and Listening);
  • Excellent Ms. Office skills specifically MS word and Ms. Excel;
  • Timorese National;
  • Ability to demonstrate a high level of confidentiality and business/ work ethics;
  • Ability to work independently and handle multiple projects;
  • Have strong interpersonal skills of respectful, honest, flexible, well presentation, self-motivation and trustworthy; etc

 

  1. Field Logistic Officer (1 position)

Task:

  • Coordinates to all units, departments, or/and directorates for timely program and filed project implementation;
  • Identify what goods or equipment needs to be replenished, purchased and/or dispersed for field projects;
  • Maintain proper filling system or/and record all of field logistic suppliers through suppliers database, ensuring they are compliant with Logistic policies and procedures;
  • Develop Field Logistic procedures and revise time-to-time based on the ANPM’s needs;
  • Assist and accommodate the ANPM team in all of the administrative and logistic support needed for field project;
  • Design and develop standard operating methods to manage logistics operations efficiently;Etc.

 Education:

  • Have a minimum of Bachelor’s degree in Logistic, Business Administration, Supply Chain Management, and related field.

Essential Criteria: 

  • At least three years working experiences in logistic operations and practices, and supply chain management tasks;
  • Ability to communicate fluently in English (Writing, Speaking, Reading and Listening);
  • High degree of computer literacy, must have a thorough understanding of MS Office applications and logistics software necessary to conduct research and complete routine/moderately complex tasks;
  • Timorese National;
  • Ability to demonstrate a high level of confidentiality and business/ work ethics;
  • Ability to follow, apply, interpret, and explain instruction and/ or guidelines and ability to work with limited supervision;
  • Have strong interpersonal skills of respectful, honest, flexible, well presentation, self-motivation and trustworthy; Etc.

 

  1. Executive Secretary – readvertise (1 position)

 Task:

  • Manage the ANPM President’s appointment and electronical calendar;
  • Establish and maintain electronical and physical files and record for the President;
  • Perform a variety of administrative or executive tasks that are highly confidential and sensitive;
  • Receive and screen incoming calls and visitors determine which are priority matters, and alerts the President accordingly, make referral to appropriate staff or provides requested information;
  • Read and screen incoming correspondences and report, male preliminary assessment of the importance of material, register documents, brief and forwards material to the President for his further action;
  • Update and brief the President with the daily local newspaper news if there is news on Oil & Gas issues and Petroleum related;
  • Take and transcribe dictation on technical and confidential matters from the President;Etc.

 Education:

  • Have Tertiary Qualification in Business, Administrative, Management, and relevant disciplines of Secretarial matters.

Essential Criteria: 

  • At least two years working experiences as Executive Secretary in English speaking environment;
  • Ability to communicate fluently in English (Writing, Speaking, Reading and Listening);
  • Have strong ability to take meeting minutes;
  • High degree of computer literacy, including keyboard skills 35-40 wpm, comprehensive knowledge of Microsoft Office software and Lotus Note, and good working knowledge of internet;
  • Timorese Nationality;
  • Ability to demonstrate a high level of confidentiality and business/ work ethics;
  • Ability to follow, apply, interpret, and explain instruction and/ or guidelines and ability to work with limited supervision;
  • Ability to use diplomacy and discretion when giving out information and referring directing callers and visitors; etc.
