Autoridade Nacional do Petroleo e Minerais (ANPM) is Timor-Leste public institution, created under Decree Law No. 1/2016 of 9th February, 1st amendment of Decree-Law No. 20/2008 of 19th June, on the Autoridade Nacional do Petroleo, responsible of managing and regulating petroleum mining activities in Timor-Leste area, both offshore and onshore and in the Joint Petroleum Development Area (JPDA) in accordance with the Decree Law on the establisment of the ANPM, the Timor-Leste Petroleum Activities Law, the Timor Sea Treaty and the Mining Code. Currently ANPM is seeking five (5) qualified Timorese for position:
Task:
· Ensure the development of annual objectives for the Commercial Directorate;
· Monitor the performance of commercial activities conducted within the authority’s jurisdiction;
· Monitor industry guidance and legislation to ensure the effective maintenance of the Authority’s own Regulations, Directions and Guidelines (more details refer to PD).
Education:
- Must hold a University degree in Accounting or Finance.
Essential Criteria:
- At least 5 years working experience in Accounting and Finance matters included commercial, revenue and marketing matters;
- 3 years working in Oil & Gas exploration and production industries;
- Administratively competent, including liaising with government agencies;
- Good understanding of sensitivities in a multi-cultural working environment;
- Ability to motivate and develop mutual respect in workgroups;
- Experience in supervision and implementing organizational policies and procedures;
- High degree of computer literacy;
- Ability to communicate fluently and effectively in English (writing, listening, reading, and verbal)
- Skills and experience in using Microsoft Office and Lotus Notes.
Task:
- Participate in, and assess, all activities of Development Plans (from early screening stage through to implementation);
- Collect and manage subsurface, production and drilling data and information from Contract Operator’s development and production operations and assess the quality of data provided (more details refer to PD).
Education:
- Must hold a University degree in Petroleum engineering or Geological engineering.
Essential Criteria:
- 3 years or more of broad experience in oil and gas industry, particularly dealing with offshore/onshore oil & gas Exploration & Production with at least 2 years’ experience in each of respective fields of production facility, reservoir engineering and drilling engineering;
- Working experiences with quality and HSE procedure and practices in the oil and gas industry;
- Administratively competent, including liaison with operators, contractors, local authorities and government agencies;
- Good understanding of issues and sensitivities in a multicultural working environment;
- Ability to participate in teamwork at various levels (team leader or member of a special taskforce);
- Ability to motivate and develop mutual respect in workgroups;
- Proficient in the use of: Microsoft Windows XP, Lotus Notes R6 computer and Commercial Software related to oil and gas reservoir and production engineering such as Avocet, OFM, Prosper, Eclipse, CMG and Petrel;
- Proficient in English Language (writing, speaking, reading and listening);
- Timor-Leste nationality.
Task:
- Perform verification, testing and calibration of volumetric instruments, gauges and measuring devices in a downstream petroleum activity infrastructure are in accordance with technical rules and specifications ensuring the instrument give accurate readings;
- Procure, monitor and maintain calibration equipment and tools used to verify volumetric consumptions, gauges and measuring devices in standard working conditions (more details refer to PD).
Education:
- Have university degree in electrical engineering, mechanical engineering or electromechanical engineering.
Essential Criteria:
- Have working experiences up to 2 years dealing with engineering field such as the operation and maintenance of instruments, gauges, volumetric consumptions and testing devices installed within downstream infrastructure;
- Knowledge of computers, lotus notes, internet usage and working knowledge of database handling and software for customer computers;
- Adequate working English language and Communication skills;
- A high degree of self-motivation, able to priorities work, set targets and objectives;
- Timor-Leste Nationality;
- Have good communication skills, since calibration officer report the results of tests to ANPM hierarchy.
Task:
- Assist Manager – Health & Safety and Officer in developing and maintenance of an incident database which requires the receipt, input of data, trend analysis, report generation and distribution;
- Assist Manager – Health & Safety and Officer in developing and maintenance of inspection findings and Corrective Actions database (more details refer to PD).
Education:
- Tertiary qualification in Health & Safety, or safety engineering, industrial engineering, chemical engineering, mechanical engineering and petroleum engineering.
Essential Criteria:
- Ability to communicate fluently in English (writing, reading, listening and speaking);
- One year experience in a technical office/academic environment using personal computers on a LAN and adaptability to word processing, spread-sheets, access, graphics and database packages;
- Able to work independently as well as within a team;
- High level of personal initiative, awareness and adaptability;
- High degree of self-motivation, ability to priorities work and meet deadlines;
- Timor-Leste Nationality;
- Good knowledge of Microsoft Windows XP, Microsoft Office and Lotus Notes Software.
Task:
- Translate, proofread and/or interpret from or into Portuguese multiple documents required by the several different Directorates;
- Interpret from or into Portuguese during a specific event, such as a meeting, a conference, a workshop or other (more details refer to PD).
Education:
- Must hold a University degree in Portuguese Language or an equivalent study and working knowledge in Portuguese working environment.
Essential Criterias:
- Minimum 3 years experience in translating documents such as law, regulations and commercial;
- Must be fluent in Portuguese and English (writing, speaking, reading and listening);
- Timorese Nationality;
- Highly developed analytical and problem-solving skills;
- High level of personal initiative, awareness and adaptability;
- High degree of self-motivation, ability to prioritise work and meet deadlines;
- Good Knowledge of Microsoft Windows XP, Microsoft Office and Lotus Notes Software.
