Autoridade Nacional do Petroleo e Minerais (ANPM) is Timor-Leste public institution, created under Decree Law No. 27/2019, of 27th August, , 2nd amendment of Decree-Law No. 20/2008 of 19th June, on the Autoridade Nacional do Petroleo, responsible of managing and regulating petroleum mining activities in Timor-Leste area, both offshore and onshore and in the Greater Sunrise Special Regime in accordance with the Decree Law on the establisment of the ANPM, the Timor-Leste Petroleum Activities Law, the Maritime Boundary Treaty (MBT) and the Mining Code. Currently the ANPM is seeking two (2) qualified Timoreses for each position:
i. Operation Admin Officer, 1 position
Task:
- Plan and Manage D&P Directorate’s administrative dealings for the GSSR Governance Board Meeting, PSC Management Meeting and other relevant meetings;
- Produce high quality and efficient documents including meeting minutes, letters, reports, graphic/presentation slides and briefing papers;
- Manage the workflow of briefings, correspondence and requests for information to the D&P Director in line with priorities established by the D&P Director, monitor important issues, and follow up action when required;
- Perform and Maintain confidentiality and sensitive information to be protected and associated protocols where appropriate;
- Work with information technology and associated systems in accordance with the ANPM Policies;
- Regularly review and enhance the administration directorate’s system and procedures to manage the administration of the upstream operations and Special Regime Project in effective and efficient manner;
- Promote clear and effective communication with key stakeholders;
- Carry out any other reasonable duties and responsibilities within the overall function, proportional with the level of responsibilities of the post;
- Coordinate with travel section to arrange and organise GSSR Meeting and other directorate’s travel arrangement and accommodation;
Education:
Bachelor’s degree in one of the following areas such as: International Relations, Communication Management, Administration, Finance, Law, Business Management, and other related fields such as: Petroleum engineering, Geological engineering, Chemical engineering, and Mechanical engineering.
Essential Criteria:
- At least 2 years working experience in providing effective administrative related works in English speaking environment or relevant Government intuitions.
- Has understanding of the Maritime Boundary Treaty (MBT) and the GSSR with the existing petroleum regulatory frameworks including all associate upstream operations in Timor Leste;
- Communicate fluently in English (written & verbal);
- Ability to work independently and demonstrate commitment to teamwork;
- Ability to work and communicate effectively with operators by contributing to multidisciplinary and multicultural teams;
- Proficient in the using of the Ms. Office;
- Typing skills required of 40 words per minute;
- Possessed good personal attributes such as maintain standards of conduct, respectful, flexible and demonstrate sounds of work ethics
- Timor-Leste nationality.
ii. Competency Assistant, 1 position
Task:
- Assisting Competency Development Officer (CDO) in coordinating with relevant directors, managers, and supervisors to facilitate hired external consultant(s) in conducting any Competency Matrix (model/framework) activities for each existing job in the ANPM, including individual personnel who is holding the job/ position.
- Assisting the CDO in maintaining the competency matrix development policy and its procedures.
- Assisting CDO to ensure each staff has approval Job Competency Analysis (JCA) and Behaviour Indicators (BI) in place.
- Assisting CDO to ensure each staff has approval Competency Development Plan (CDP) upon the JCA and BI in place. Including communicate to each staff to act accordingly.
- Supporting Training Department in monitoring collective learning programs within state with competency assistant when required.
- Assisting CDO in maintaining any relevant competency documents well recorded and updated under Competency Management System (CMS).
- Performing Training Department’s Strategic Action Plans (SAP) to reach its annual objectives.
- Guiding GIP intern(s) who attached to Training Department regarding competency management matters.
- Providing monthly report on competency management tasks to Training Department.
- Maintain and ensure Training Department to implement ISO – 27001 and ISO – 9001.
Education:
Tertiary qualification (Diploma) in Education and Training, Science of Education, and/or Certificate IV Training and Assessment.
Essential Criteria:
- Timorese Nationality.
- Minimum one (1) year experiences in work related in competency development and training roles.
- Good knowledge of Competency Management issues.
- Ability to communicate fluently in English (writing, listening, speaking, and reading).
- A high degree of self-motivation, ability to prioritise work and set targets.
- Proficient in using Microsoft office applications (PowerPoint, Excel, and Outlook, words etc).
