Vacancy Notice

Autoridade Nacional do Petroleo e Minerais (ANPM) is Timor-Leste public institution, created under Decree Law No. 27/2019, of 27th August, , 2nd  amendment of Decree-Law No. 20/2008 of 19th June, on the Autoridade Nacional do Petroleo, responsible of managing and regulating petroleum mining activities in Timor-Leste area, both offshore and onshore and in the Greater Sunrise Special Regime in accordance with the Decree Law on the establisment of the ANPM, the Timor-Leste Petroleum Activities Law, the Maritime Boundary Treaty (MBT) and the Mining Code. Currently the ANPM is seeking three (3) qualified Timorese for position:

  1. IT Information System & Network Security Assistant, (1 position)

 Task:

  • Assisting in Performing the regular assessment of ANPM IT infrastructure and information system to identify vulnerabilities and threats that could expose the infrastructure to a security breach;
  • Assist IT Information system network officer and IT manager to establish and enforce the ISMS policies and procedures implementation;
  • Assist in Performing annual internal penetration testing to assess the ANPM IT Infrastructure to identify the vulnerabilities and propose the recommendation for the mitigation and improvement;
  • Assist Internal Auditor to perform the regular internal audit program of ISO 27001 and ISO 9001;
  • Assist in Performing regular Risk Assessments to ANPM Information System and Infrastructure including Risk Treatment and Corrective Action Plan;Etc.

 Education:

  • Diploma or tertiary qualification in IT, Information System, Network administrator, Computer Science or equivalent.

Essential Criteria: 

  • Have experience with minimum 1-3 years in Windows and Linux Operating system;
  • Have experience in networking including corporate LAN, WAN, switching, and routing.
  • Timor-Leste National;
  • Have basic skills in IT security solutions technology including firewall solution, intrusion detection system, and proxy implementation;
  • Have basic knowledge of Server Virtualizations such as VMware and Microsoft Hyper-V;
  • Have basic knowledge of Desktop and Application Virtualizations such as Citrix;
  • Have the technical problem-solving ability, troubleshooting, and knowledge of approaches, tools, and techniques for the software application; etc.

 

  1. IT System Analyst Assistant, (1 position)

 Task:

  • Assisting in performing In-House Software Development to improve the ANPM business through developing and programming the new business applications and information system including database design;
  • Assisting in controlling and managing outsourced relationships for the third-party software applications and programming consultant and suppliers for ANPM business applications;
  • Assisting in enhancing and improving the existing business system or application software through:
  • Identifying modifications needed in existing ANPM business applications to meet changing user requirements;
  • Analysing data contained in the business database and identify data integrity issues with the existing system and propose and implement new solutions.
  • Assisting in promoting the ISO 27001 implementation for both In-house and third-party software application development through integrating the Software Engineering Principal Control and Secure Development Policy; Etc.

Education:

  • Tertiary qualifications in computer science or relevant Information and Technology courses and professional certification in software development and database administration.

 Essential Criteria: 

  • Have experience with a minimum of 1-2 years in software development and database administration such as Microsoft SQL Server or MySQL;
  • Have basic experience in using open-source content management systems and Linux Server operating systems;
  • Timor-Leste National;
  • Proficient in, JavaScript, HTML, and CSS codes;
  • Have the technical problem-solving ability, troubleshooting, and knowledge of approaches, tools, and techniques for the software application;
  • Have basic knowledge of information system, applications, databases, and their interrelationships;
  • A high degree of self-motivation to perform the job, managing multiple tasks, and able to set priorities; etc.

  

  1. Training Assistant, (1 position).

 Task:

  • Provide assistance to TDO to coordinate with relevant Directors, supervisors or managers to implement any learning activities for competency development purposes;
  • Assisting Training Department to compile related information/data from respective directorates and departments upon Job Competency Analysis JCA) available for record under the management system;
  • Assisting Training Department in compiling the approval Competency Development Plan (CDP) for using in the competency learning development;
  • Assisting Training Department in managing the approval learning development activities, including its evaluation documents and submit to Training Manager to produce a report on the competency result for each individual of staff;
  • Assisting TDO in managing the administrative matters regarding the ANPM Certificate in Business Skills program to new employees and to GIP interns; Etc.

 Education:

  • Tertiary qualification in Human Resources Development, Education and Training, Science of Education, or/and Management.

Essential Criteria: 

  • Two years experiences in Human Resource, Education and Training, or/and Management roles;
  • Good knowledge of Training and Education issues;
  • Ability to communicate fluently in English (writing, speaking, listening and reading);
  • A high degree of self-motivation, ability to prioritise work and set targets;
  • Proficient in the use of the Microsoft office programs and Outlook.
  • Timorese Nationality; Etc.
