The National Petroleum Authority/Autoridade Nacional do Petróleo (ANP) is a Timor Leste’s body responsible of managing and regulating petroleum activities in the Timor Leste’s exclusive jurisdiction areas and in the JPDA in accordance with the Decree Law on the establishment of the ANP, the Timor Leste Petroleum Activities Law, and the Timor Sea Treaty. The ANP is to establish and supervise compliance with the enacted rules and regulation covering the exploration, development, production, transportation and distribution of petroleum and natural gas resources. It is also tasked to develop a strong petroleum management institution in Timor – Leste.

The ANP is seeking for two (1) highly professional Timor-Leste National to work for the following positions:

Training & Human Resources Assistant

Position Description;

The successful candidate will be required to perform in assist the Human Resources management to supervisors and employees in the ANP, assist to provide Human Resources mangememnt support and advice to stakeholders in Timor-Leste’s petroleum sector, Assist the Training and Development Officer, HR Officer and Manager – Training and Human Resources to coordinate the training of the ANP personnel to meet the ANP’s goal, Assist Human Resources Officer administer and monitor new staff orientation programs, assist Training and Development Officer and Human Resource Officer to develop database to register, assist the HR officer to record staff issues and maintain the staff leaves, assist Training and Development Officer and Human Resource Officer to maintain employee file record up-todate by handling changes in employee status in timely manner, assist Training and Development Officer to record and file staff training information and scan staff documents, assist the Training and Development Officer to organise, manage and monitor language training and other In-House training programs; assist Training and Development Officer to insert barcode to all training materials, assist Training and Development officer to organise and monitor CBS training programs, any other related task as required by the supervisor or senior management.

Essential Criteria

  • Diploma in Management / Human Resources and / or Training (preferably tertiary qualification in the relevant discipline) ;
  • Two years working experience in a Human Resource / Training role;
  • Good knowledge of Human Resources and Training issues;
  • Ability to communicate fluently in English (written and verbal).
  • A high degree of self maotivation, ability to priorities work and set target;
  • Proficient in the use of the Microsoft suite of products;

 

Desirable Criteria

  • Holds current certificates in Certificate IV in Workplace Assesment and Training;
  • Experience in the Oil and Gas Industry;
  • Ability to communicate in Portuguese
