I. Background
Autoridade Nacional do Petróleo e Minerais (ANPM) is Timor-Leste public institution, created under Decree Law No. 1/2016 of 9thFebruary, 1st amendment of Decree-Law No.20/2008 of 19th June, on the Autoridade Nacional do Petróleo responsible of managing and regulating petroleum and mining activities in Timor-Leste area, both offshore and onshore and in the Joint Petroleum Development Area (JPDA) in accordance with the Decree Law on the establishment of the ANPM, the Timor-Leste Petroleum Activities Law, the Timor Sea Treaty and the Mining Code.
Darwin LNG (DLNG) Plant has been receiving the natural gas from Bayu Undan field since 12 December 2005. The Bayu Undan Field is located in the Timor Sea and covers an area of over 60,000 acres. The Field came into production in February 2004 with producing gas and liquids. The lean gas production is exported to the LNG plant in Darwin with remaining is re-injected. The purpose of the inspection is to verify accurate measurements which form the basis of calculation of royalties and taxes to the JPDA authority are accountable and traceable. This includes verifying that the metering systems are operated and maintained according to relevant international standards, sales/production agreements and company’s procedures.
