REVIEW RESERVOIR MODELING IN THE BAYU-UNDAN FIELD

Autoridade Nacional do Petróleo (ANP) is a Timor-Leste’s body responsible of managing and regulating petroleum activities in the Timor-Leste’s exclusive jurisdictional areas and in the JPDA in accordance with the Decree Law on the establishment of the ANP, the Timor-Leste Petroleum Activities Law, and the Timor Sea Treaty. The ANP is to establish and supervise compliance with the enacted rules and regulations covering the exploration, development, production, transportation and distribution of petroleum and natural gas resources. It is also tasked to develop a strong petroleum management institution in Timor-Leste.

The Bayu-Undan Field is a large gas-condensate field located in the Timor Sea and covers an area of over 60,000 acres with production of liquids and gas expected to continue for 25 to 30 years. The field straddles the JPDA 03-12 and the JPDA 03-13 permits in the Joint Petroleum Development Area. The field was discovered by the drilling of the Bayu-1 well in January 1995 and the Undan-1 well in July 1995. Based on the recent modeling, reserves are estimated at 7.5 Tcf, including hydrocarbon liquids, of 850 MMstb. Currently the field is producing from 10 of 12 wells. The initial average production of liquids was approximately 100,000 Bopd and about half of 1.2 bcf of lean gas production was exported to the LNG plant in Darwin with the remaining half was re-injected to improve liquids recovery.

ConocoPhillips as the operator of field continuously undertaking assessment of the Bayu Undan Field Reservoir Performance and building a representative model in order to find a good solution to optimize production from the field. With new data and information acquired from the field, the reservoir models has changed from time to time during the life of the field

ANP is seeking the assistance of a suitably qualified and experienced consultant related to and with experience in assessing and verifying the current Bayu Undan reservoir model.

Scope of Work

  1. Assist ANP to identify and collect relevant data and information for the assessment of the current reservoir model.
  2. Review all data used by operator in building the reservoir model.
  3. Identify potential impacts to the reservoir model with the current data availability.
  4. Verifying methods or approach taken by operator in the modeling.
  5. Verifying the outcome of the current reservoir model.
  6. Any other issue which may be decided through negotiations between ANP and the chosen consultancy.
  7. Compile presentation and a report on the assessment.
  8. Maintain close contact with ANP and available at the request of ANP for further consultation on outcome of the current reservoir model.

Selection Criteria

Interested Consultants are requested to provide following information in their proposal:

  1. A statement confirming the capacity and experience to perform the task requested by ANP.
  2. Statement of skills and qualifications of personnel conducting the review.
  3. Proposed Methodology.
  4. Statement of any potential conflicts of interest.
  5. Work program and timelines.
  6. Quotation for performing the task (prefer in lump sum figure).
  7. It should also be noted that in-line with Timor-Leste Taxation Laws a 10% Withholding Tax will be deducted from your gross quote if you are considered.
