BACKGROUND

Carnarvon Petroleum Timor is a Timor-Leste oil and gas company located in Dili with its parent Company, Carnarvon Petroleum Ltd, located in Perth, Australia. Carnarvon Petroleum Timor was incorporated in Timor-Leste under the Production Sharing Contract TL-S0-T 19-14 effectively from 28th August 2019 after the maritime treaty between Australia and Timor-Leste was ratified.

Carnarvon Petroleum Timor is currently in an exploration stage in preparation for drilling for its Buffalo project. Carnarvon invites Contractors to bid for the provision of Drilling Management Services to manage the drilling of a Buffalo-10 well offshore in the Timor Sea.

 

SCOPE OF SERVICES

Carnarvon Petroleum Timor is seeking expressions of interest for a reputable Drilling Management Services provider for ensuring that the Buffalo-10 well is designed, approved and drilled on schedule and in accordance with Carnarvon Petroleum and appropriate regulatory framework for drilling in the Timor Sea. The services shall comprise, but not necessarily be limited to:

a) Provision of Drilling Management System to manage the preparation efficiently and safely, approval, certification or audit of rig and BOP, drilling, suspension (or abandonment), demobilisation and daily drilling report and final reporting of the well.

b) Prepare and maintain drilling schedule to include key activities and critical paths.

c) Provision of detailed Well Execution Plan to plan for and drill well efficiently and safely within approved budget.

d) Prepare well budget, AFE and cost control plan.

e) Provision of Contractors preferred remuneration structure to plan, obtain required approvals, execute the drilling operations for the well including final well reporting and handover of all documents and assets.

f) Provision of personnel resourcing plan and personnel to meet well schedule.

g) Provision of Contract strategy for delivery of all required materials, services, equipment, approvals, and personnel to drill well on schedule.

h) Provision of onshore Operations and Engineering support.

i) Provision of logistics plan, personnel, and contracts to ensure efficient storage and handling and transport of required materials, equipment, and personnel.

Submission of Application
