MASS BALANCE AUDIT IN BAYU UNDAN OFFSHORE PRODUCTION FACILITY AND THE DARWIN LNG

Background:
Autoridade Nacional do Petrόleo e Minerais (ANPM) is a public institution established under the Decree Law No.1/2016 dated 9 February 2016 as the 1st amendment to the Decree Law no. 20/2008 of the Democratic Republic of Timor-Leste, with its role and functions as Regulatory Authority on behalf of the Ministry Responsible for Petroleum and Mineral Sectors to administer and regulate the upstream and downstream petroleum sectors and all the Mineral sectors within Timor-Leste Onshore and Offshore territory. The ANPM also in accordance with the Timor Sea Treaty signed between Timor-Leste and Australia is as a Designated Authority (DA) with the role and functions to administer and regulate upstream petroleum activities in the Joint Petroleum Development Area (JPDA) on behalf of Timor-Leste and Australia.
The Bayu Undan Field is located in the Timor Sea and covers an area of over 60,000 acres. The field commenced production in February 2004 with producing gas and liquids. The lean gas production is exported to the LNG plant in Darwin with remaining is re-injected to maintain reservoir pressure.
The purpose of the audit is to verify the mass of hydrocarbon entering and leaving each system in Bayu Undan facility and Darwin LNG in order to ensure the balance of process plant to meet design intent. Thus, the ANPM is planning to engage qualified consultant to assist ANPM Metering and Process team to carry out “Mass Balance Audit” in Bayu Undan and at Darwin LNG plant in Northern Territory, Australia.
The ANPM is seeking for a qualified consultant with experience in hydrocarbon mass balance auditing, hydrocarbon fluids measurement, quality determination, and quantity determination and ability to assess and analyse the functionality and operability of the metering instruments.
