Vacancy Notice

Autoridade Nacional do Petroleo e Minerais (ANPM) is Timor-Leste public institution, created under Decree Law No. 27/2019, of 27th August,  2nd  amendment of Decree-Law No. 20/2008 of 19th June, on the Autoridade Nacional do Petroleo, responsible of managing and regulating petroleum mining activities in Timor-Leste area, both offshore and onshore and in the Greater Sunrise Special Regime in accordance with the Decree Law on the establisment of the ANPM, the Timor-Leste Petroleum Activities Law, the Maritime Boundary Treaty (MBT) and the Mining Code. Currently the ANPM is seeking  two (2) qualified Timorese for position:

  1. Environmental Assessment Officer IEIA/EIA (1 position)

Task:

  • Plan, prepare, and undertake assessment under environmental licensing process such as Project Document, Term of Reference for EIA, Initial Environmental Impact Assessment, Environmental Impact Assessment, Environmental Management Plan, Oil Spill Contingency Plan, and associated documents and provide technical recommendation for the decision-making process;
  • Plan, Prepare, and undertake public consultations activities for environmental licensing process, this includes public consultation for EIA and EMP, and ensure that record of public comments during public meetings/consultations is registered and maintained;
  • Monitoring the HSE performance of operators involved in upstream oil and gas operations related activities in Timor-Leste offshore and onshore waters, and Greater Sunrise Special Regime, where necessary, enforcing the relevant laws;
  • Assist Environment Manager in development of annual objectives and strategic action plan for the Environment Department;
  • Assist Environment Manager to provide an internal monitoring function to ensure the effective implementation of ANPM HSE standards and procedures used for the HSE regulations of activities within ANPM jurisdiction;
  • Plan, prepare, and perform HSE inspection of offshore and onshore operations and investigating incidents which will involve extensive travel;
  • Provide a regulatory function to verify the effectiveness implementation of appropriate HSE operations system associated with activities within ANPM jurisdiction;Etc.

 Education:

  • Must hold a University degree in environmental sciences, environmental engineering, natural resources and environmental management, and other related environmental degrees.

Essential Criteria: 

  • At least three (3) years working experiences in oil and gas industry specific to Health Safety & Environment issues;
  • Ability to communicate at the highest level with industry professionals;
  • Ability to communicate fluently in English (written & verbal); Have an International English Language System score above 6.00 or an equivalent qualification;
  • Experience in working with people from different cultures and have a good understanding of cultural sensitivities;
  • A high degree of self-motivation, ability to prioritise work, set targets, work unsupervised for extended period, and meet deadlines;
  • High level of personal initiative, awareness, and adaptability;
  • Good knowledge of Microsoft Office, Microsoft Windows, Microsoft Outlook, Teams, Lotus Notes, etc.

 

  1. Legal Officer – Litigation & Dispute (1 position)

Task:

  • Ensuring ANPM management is well aware of various legal and commercial issues and potential risks and ability to mitigate those risk in contract negotiation including provide legal assistance on dispute resolution mechanism;
  • Conduct legal research and analysis of potential commercial dispute arising from both the petroleum and Mineral sector in Timor-Leste;
  • Prepare legal memorandum and brief notes as instructed by the supervisor;
  • Provide support to the Director of PSC and Legal compliance in preparing the case statement, witness statement, and documentation for dispute;
  • Maintain and file the Legal Litigation & Dispute documents for Department records in systematic order;
  • Provide of Legal Litigation & Dispute monthly report to direct supervisor;
  • Provide legal opinions, advice, points of view, and recommendation of legal related issue when required;
  • Involve the investigation related to legal matter when required;
  • Perform any other duties as directed by the supervisor and senior management.

 Education:

  • Tertiary qualifications in Law Degree either in Civil law or Common Law.

Essential Criteria: 

  • At least one-year working experiences either in a public institution or private company, including law firm;
  • Timor-Leste Nationality;
  • Ability to communicate in English and Portuguese (verbal and written);
  • Possess legal commercial attribution such as (1) commercial awareness, (b) attention to details, (c) Research and analysis, (d) self-confidence and (e ) respect code of conduct applicable to lawyer in Timor-Leste;
  • Demonstrate ability to perform multiple tasks and work under pressure and working as a team and willing to work beyond office hours if requested by supervisor;
  • Administratively competent, including liaising with government agencies and industry;
  • Proficient in using Microsoft Office and Lotus Notes Computer package;
  • Willingness to learn new skills, has organisational skills, high motivation, and ability to resolve problematic issues;
  • Familiar with law online resources such as Journal da Republica, OGEL, TDM, LexisNexis, Westlaw, HeinOnline and others;
  • Possess some knowledge of Mining principle established under the International Council on Mining and Metals; and
  • In term of litigation, familiar with Civil procedure rules, criminal procedure rules applicable in Timor-Leste. This includes, possess some knowledge of procedures applicable institutional arbitration, including but not limited to ICSID, ICC, HKIAC SIAC, LCIA and other.
